Special Containment Procedures: According to current working models, phenomena SCP-9127 is inherently bound to the city of ██████████, ██, Canada, population: approx. 33,000. Due to the size of the settlement and its well-established reputation among potentially millions of civilians, full containment has been deemed unfeasible. Procedures instead concern with suppression of information pertaining to SCP-9127, alongside symptom management and localized eradication. Research into developing a reliable treatment course and/or inoculation procedure is on-going.
Foundation personnel are forbidden from staying in ██████████ for greater than 12 cumulative hours within a 7 day period, unless necessary as part of their assignment to SCP-9127. Foundation personnel assigned to SCP-9127 who are expected to reside within ██████████ or otherwise spend a prolonged period of time within the city are to be given preventative doses of antipsychotic and anxiolytic medication as per Document 9127-03. As a matter of precaution, Foundation personnel wishing to travel through the local area are strongly advised to do so via Highway ██, which mostly bypasses the city. Foundation personnel not assigned to SCP-9127 who nevertheless remained in ██████████ for a prolonged period of time, or otherwise suspect they exhibit symptoms of SCP-9127, must immediately report to their nearest medical officer and undergo examination as outlined in Document 9127-02. If deemed affected, treatment will proceed depending on the severity of the case, as follows:

S-2+
Patient is to be physically restrained for their own safety and the safety of others, and administered antipsychotic medication as per Document-9127-03. Patient is to be evaluated daily for severity and persistence of symptoms. Treatment of patients whose condition devolves back to the equivalent of S-2 may proceed as outlined for generalized S-2 cases.
S-3
Foundation personnel who reach S-3 and above are to be humanely euthanized and are considered KIA.

Key positions in several local news agencies, the local police department, the municipal government, █████ ██████ Hospital and two primary care clinics have been occupied by Foundation agents or Foundation assets. This state of affairs must be maintained indefinitely. The Foundation shall use its acquired influence in the city to quickly identify and respond to 9127-Alpha outbreaks. Furthermore, a rotating roster of field agents is to regularly patrol ██████████ streets at night, disguised as police officers or municipal workers. Said field agents must report any potential antisocial or otherwise irregular behaviour among the city's inhabitants.
New residents relocating from outside ██████████ are considered a containment priority. Relocation into ██████████ should be discouraged where possible. All new residents are to be logged in Foundation databases, and special attention should be given in tracking their movements and online activity. If suspected to have witnessed a 9127-Alpha event, class-B amnestics are to be administered.
Two MTF Tau-51 ("Urban Brawl") squads have been posted to OL-Site 9127. At least one squad is to be on stand-by at all times. Special protocols for the termination and subsequent suppression of 9127-Alpha events are in place. Refer to Document 9127-Alpha.
Description: Phenomenon SCP-9127 refers to the neuropsychological degradation exhibited in long-term residents of ██████████, ██, Canada. All residents of the city are presumed to be affected, regardless of age, gender or physical health. Condition etiology remains uncertain. Attempts to isolate the city's air, water or food supplies as transmission vectors have proven unsuccessful. No pathogen or chemical agent has been identified.
What follows is an overview of the SCP-9127 condition as observed in most affected adults. This is an imprecise outline intended for informative purposes only. For exact diagnostic criteria, refer to Document 9127-02.

In addition to S-1 symptoms, subjects develop strong schizoaffective tendencies. These include, but are not limited to: Psychosis, paranoia, social withdrawal, aggression and emotional lability. Subjects' photophobia turns debilitating, and most subjects prefer to stay indoors during the day.
Exact cause of progression to S-2 is unknown. No reliable genetic, environmental, or behavioral predictors have been identified. Citywide, S-2 cases occur once a month on average.
An individual's condition progressing to S-2 or higher is referred to as a 9127-Alpha event.
S-2+
S-2 symptoms intensify and proliferate. Subjects turn highly aggressive and potentially violent, assaulting and even murdering others in acts later justified as preemptive self-defense. Sadistic tendencies are often present, with some subjects torturing their victims before killing them.

Irreversible psychiatric collapse, marked by a complete dissolution of personality structure and higher cognitive functions. Subjects exhibit extreme and indiscriminate aggression towards all persons. Language function is lost; vocalization is limited to non-semantic shouts and growls. Motor control is severely impaired, with frequent muscle spasms and vestibular dysfunction resulting in reversion to semi-quadrupedal locomotion. Photophobia turns extreme, with subjects instinctively seeking out and remaining in pitch-dark environments such as crawlspaces, basements and utility tunnels.
Typically reached 3 to 14 days following onset of S-2+ symptoms.
Point of no return. Subjects who reach S-3 never recover back to S-2 or below, even with the administration of potent antipsychotics and physical removal from ██████████.
S-4

S-4 has only been reached in controlled environment experiments.
In S-2 and S-2+ subjects, paranoia has been noted as the most salient feature of the condition. Persecutary delusions are particularly prevalent, with subjects believing they are being surveilled and targetted by an all-encompassing conspiracy seeking to harm them. Capgras delusions are also common. Subjects are consistently hostile and resistent to intervetion, perceiving all attempts at assistence as part of the conspiracy.
In the majority of cases, subjects project their own symptoms onto those around them, perceiving themselves to be lucid while characterizing others as dangerously delusional and potentially violent. These delusions reliably manifest in afflicted Foundation personnel, who believe their colleagues are experiecing SCP-9127 symptoms while they themselves remain unaffected. This occurs regardless of briefing on this aspect of SCP-9127 prior to symptom onset.

The degree to which residents of ██████████ are aware of SCP-9127 remains unclear. Repeated interviews have yielded contradictory or otherwise ambiguous results. Lifelong residents display feigned ignorance and categorical denial of the phenomenon. Witnesses to 9127-Alpha events deny recalling such incidents. When questioned about acquaintences or family members who have succumbed to SCP-9127 in the past, residents excuse the behavior or absence of said individual(s), or alternatively deny having ever known the person(s) in question. Presentation of photographic or documentary evidence typically provokes bewilderment, often followed by hostility and refusal to be further questioned on the subject.
While partially explainable as a trauma response, the uniformity and consistency of this behavior strongly suggests an anomalous memetic phenomenon. Young children have exhibited the same pattern of selective amnesia and/or denial, even when under clear psychological distress. Foundation personnel affected by SCP-9127 do not show the same denial patterns, and neither do new residents who move into ██████████ from outside the city. As such, new residents represent the primary potential information leak vector in containing SCP-9127.
Multiple instances of graffiti depicting a sun figure have been documented during initial investigation of the city, which is assumed to be in reference to SCP-9127.
Although residents are reluctant to acknowledge SCP-9127’s existence when interviewed by outsiders, a series of clandestine operations have shown them to speak about it amongst themselves, albeit tersely and using highly obfuscated language. Victims of SCP-9127 violence are described as having "gone on vacation", "moved to a different school", "gone south", etc., after which the individual is never mentioned again. 9127-Alpha events are invariably referred to as a generic "sickness" or "being overwhelmed" by civilians, while law enforcement officers use "public disturbance" as a euphemism. Medical personnel dismiss erratic behavior as symptoms of stress, or fall back on imprecise diagnoses such as "hysteric episode" in more severe cases. On two occasions, a senior resident was recorded speaking of "our friend", seemingly in reference to SCP-9127 as a whole.
SCP-9127 has been embedded in the city’s culture, most especially in local urban legends. Graffiti assumed to be pertaining to SCP-9127 has also been documented; solar imagery and phrases such as “the sun is watching” are a persistent theme. In several instances, individuals later confirmed to have reached S-2 were identified as the authors of such markings.
Similar sun motifs have been documented in other cultural artifacts produced within the city, such as digital video content and children’s artwork, as well as ███ ████████ ██ ███ ████, written by G██████ H███████, a local novelist. Full documentation, categorization and analysis of ██████████’s cultural output is ongoing.

Prior to Foundation intervention, SCP-9127 was managed by a semi-clandestine group of influential local figures who acted through the city’s municipal government. The group has been designated GOI-9127, and is presumed defunct. Known members of GOI-9127 prior to the group’s forced dissoluion in 2002 included two members of the municipal government, as well as a doctor, former teacher, police chief, former businessowner and two priests. One of the priests, Gordon Osborne, is presumed to have been the group’s leader.
GOI-9127 and its activities were uncovered in large part thanks to Field Agent Delaney (KIA), who conducted much of the initial investigative work on SCP-9127. Agent Delaney posthumously received the Foundation Medal for Meritorious Achievement for his efforts.
Agent Delaney, working undercover as a CSIS agent, raided the personal office of Gordon Osborne and found an entrance to an underground complex beneath the ███████████ █████ Church, where several S-3 patients were being kept. Gordon Osborne and other members of GOI-9127 were present at the time. Delaney was mortally wounded during the ensuing firefight, but not before calling for reinforcements. Upon arrival, Foundation agents found three GOI-9127 members dead, including Osborne. All but one of the remaining members had escaped, and are considered Foundation fugutives. One GOI-9127 member, Judith Crowley, collapsed from exhaustion during the firefight and was assumed dead by other GOI-9127 members, allowing for her capture by SCP personnel shortly thereafter.
Very few documents were found at the site. Most of what is known of GOI-9127's activities comes from an interview conducted with Judith Crowley during her short stay in Foundation custody. What follows is the relevant excerpt. For the full transcript and subsequent inquiry, see Document 9127-06.

Crowley: We mostly kept tabs on people. Snooped around, kept watch, made sure everyone's in line and everything's in order. Tried to keep newcomers out. Not much more as far as I know, but Gordon and ████ were the ones in charge of all that, you'd have to ask them. I was only there to handle the finances.
Agent W█████: You were in a compound that housed several lunatics in barred cages, that seems a bit more than just keeping watch. Surely you know something about that.
Pause.
Crowley: I admit I do.
Agent W█████: Well?
Crowley: How much do you people know about ██████████?
Agent W█████: Less than I'd like. Before the encounter at the church, our agent sent out several reports describing a certain phenomenon in the city, but I'm afraid I'm not well versed in the details. I was hoping you could fill me in.
Crowley: Considering your "agent" managed to find our headquarters, I think he knew enough to give you a fairly good picture.
Agent W█████: Perhaps, but I'd still like to hear you explain it in your own words.
Crowley: You outsiders wouldn't understand anyway.
Agent W█████: Then help me understand.
Crowley: Our sun is not the same as yours.
Agent W█████: Your sun?
Crowley looks up at the chamber ceiling.
Agent W█████: What do you mean "our sun"?
Crowley: (Looking at ceiling) It watches us, makes sure we don't act up.
Agent W█████: I still don't —
Crowley: (Looking back at Agent W█████) Those you saw in the basement, that's what "acting up" means.
Agent W█████: I see.
Crowley: Tell me, who do you work for? The government? Samson?
Agent W█████: Samson?
Crowley: Well, no, you're far too organized to be Samson's old goons.
Agent W█████: Who is Samson?
Crowley: Paul Samson. He was a… Well, he was the son of old mayor Samson. Was probably the first to try and resist. He organized a little outfit – I don't remember what they called themselves – mostly delinquents and outcasts and losers, you know the type. They talked a lot about putting up a fight, but didn't really do much, mostly went around town harassing people at night. Only reason he wasn't arrested is that people revered his father. Then, one day, he suddenly refused to leave his house, and the day after he was gone. Just disappeared. Since then we all assumed he's dead.
Agent W█████: When was that?
Crowley: (Exasperated sigh) Forty, fifty years ago? I don't know, it was before my time. If he didn't die back then, he must be dead of old age by now. His gang carried on for a while, but eventually they all skipped town one by one. You still haven't answered my question.
Agent W█████: What question?
Crowley: Who do you work for?
Agent W█████: I am not authorized to divulge that information.
Crowley: Of course you aren't. Well, whoever you people are, your man busted open our headquarters, killed █████ and ████ and I don't even know how many others, and brought you all here to our city. I don't think Gordon and the others will come back after this.
Pause.
Crowley: If they're not all dead or arrested, that is. I hope your organization is ready to take up the responsibility of managing the situation.
Agent W█████: Actually, that is not unlikely. Will you be willing to help us? To "manage the situation"? Your knowledge of the city and the phenomenon would be invaluable.
Crowley shakes her head.
Agent W█████: Miss Crowley, our —
Crowley: Misses. Widow.
Agent W█████: Sorry, Misses Crowley, our organization is more than capable of containing whatever "situation" your city has been dealing with but your cooperation would greatly help us in that regard. You mentioned Paul Samson's people skipped town, a list of names —
Crowley: Stop. Stop, stop, stop, stop.
Crowley leans back, then points upwards and shakes her head.
Crowley: I'm sorry. That was everything I could say.

Judith Crowley refused to answer any further questions following this exchange and was taken to a holding cell. Security camera footage showed her retrieve a small object from her boot and bring it to her mouth. Ten minutes later Crowley collapsed to the floor; the cause of death was determined to be cyanide poisoning. An inquiry was launched into the lapses in security which allowed an apprehended POI sneak a poison pill into Foundation custody.
No record of a resident by the name of Paul Samson was found. All relevant documentation would seem to indicate Abraham Samson was never married and left no children. However, Paul Samson seems to have been alluded to during an interview with a local pensioner.

Ezra: I was born here! So that was what… 89 years ago? But you know, who's counting?

Agent P███: I am actually trying to locate his descendents, to interview them about Samson's personal life as part of my project. Must admit I haven't had much luck so far.
Ezra: And you will continue to have no luck with that. Old Samson had only one son, and that fool was the first to look at the sun, they say.

Under normal circumstances, if not terminated, individuals experiencing S-3 symptomatology fail to nourish themselves and typically perish of starvation and/or dehydration within several days or weeks. In several instances, such individuals were apprehended by Foundation personnel and kept alive via parenteral nutrition, which led to the discovery of stage S-4 of the condition. Transition to S-4 typically occurs 6 to 7 weeks after S-3 onset, and has been reliably reproduced across all six subjects kept alive to that point. The transition is marked by a sudden and complete cessation of aggressive behavior, muscle spasms and vocalizations. Subjects enter a catatonic state and become non-responsive to most external stimuli.
The most notable feature of S-4 is a reversal of the photophobia which hitherto characterized all previous stages of SCP-9127. Subjects who previously exhibited extreme aversion to light sources begin to exhibit a strong tropism toward them. If left unrestrained, S-4 subjects orient their heads and if possible their entire bodies toward the strongest nearby light source, keeping their eyes wide open with their blink reflex seemingly disabled. Subjects will remain in this position without deviation, regardless of pain or physical discomfort. This topism remains the only exception to the subjects' otherwise unresponsive condition.
Of particular note is Experiment 9127-S4-06, in which the test subject was transferred to an outdoor enclosure and exposed to direct sunlight for the first time since S-3 onset. Within seconds subject oriented their head towards the sun and remained stationary for the next four minutes. At approximately T+04:15, lacerations appeared across the subject's body. No blood exuded from said lacerations, and the exposed tissue was noted for its abnormally bright coloration. At T+04:41, [SECTION EXPUNGED]. The subject was immediately terminated and the experiment was concluded. Examination of Subject 9127-S4-06's body found ██████████ █████ ███ █████ ███████ ███████████ ██ ███ ██████████ ███████████ ███████████ ████████ ███ ████.
