Special Containment Procedures: All Foundation personnel are to refuse survey, census, or questionnaire requests from unauthorized individuals on-site. If an individual matching the description of SCP-9146-1 is identified at any Foundation facility, staff are to decline interaction and report the sighting to Site Administration immediately. Under no circumstances should personnel complete, sign, or otherwise engage with SCP-9146-1's documentation.
Individuals affected by SCP-9146-2 are to be issued Foundation-fabricated replacement identity documents corresponding to their original country of citizenship. Affected individuals are to be monitored on a quarterly basis. Sites affected by SCP-9146-1 visitation are authorized to reallocate departmental funding as necessary to support ongoing identity reconstruction efforts managed by their respective Department of Administrative Affairs.
Description: SCP-9146 is an anomalous phenomenon centered on an individual designated SCP-9146-1, who identifies himself as Gerald Pottsman, a census officer employed by the Ministry of Population Accounting of the Republic of Tevodria. No sovereign nation, administrative territory, or historical polity by this name has been identified in any known record.
SCP-9146-1 presents as a Caucasian male, approximately 55 years of age, 175 cm in height, of medium build. He has been observed wearing a brown two-piece suit, reading glasses on a beaded chain, and carrying a leather briefcase containing census forms, ballpoint pens, and a laminated Ministry identification badge. SCP-9146-1 conducts himself like a civil servant and has displayed visible frustration when interactions are prolonged or uncooperative.
SCP-9146-1 has been documented at ██ Foundation facilities across four continents since ████. In all recorded instances, SCP-9146-1 arrives through main entrances during shift changes and passes through security checkpoints without triggering any alarm or access control system. Upon entry, SCP-9146-1 approaches personnel and requests their participation in what he refers to as "the standard decennial census." SCP-9146-1 will not engage in conversation unrelated to the census. If an individual declines, SCP-9146-1 will thank them and move on to the next available person.
Attempts to physically detain SCP-9146-1 have been uniformly unsuccessful. When restrained or redirected, SCP-9146-1 states that he is "behind schedule" and proceeds to the nearest door. Upon opening, the space visible beyond the door does not correspond to any known area of the facility. On ██ occasions, personnel have reported briefly observing ████████████████ before the door closed. This spatial inconsistency resolves immediately once the door is closed. SCP-9146-1 has not been observed on the other side. Following departure, SCP-9146-1 does not reappear at the same facility for a minimum of several weeks.
SCP-9146-2 designates the anomalous effect that occurs when an individual completes and submits a census form provided by SCP-9146-1. Within 24 to 72 hours of form submission, all government-issued identification documents in the possession of or registered to the affected individual undergo spontaneous alteration. Driver's licenses, passports, birth certificates, social security records, and all equivalent documents are replaced with corresponding items bearing the issuing authority, formatting, and insignia of the Republic of Tevodria. These documents are not forgeries. Material analysis of paper, ink, laminate, and embedded security features confirms manufacture through supply chains that cannot be traced to any known source. ██████████████ ██████████ ██████ has been forwarded to O5 Command for review.
Affected individuals also begin to self-identify as Tevodrian nationals. They report memories of childhood in Tevodrian cities, observe Tevodrian holidays, and demonstrate familiarity with Tevodrian culture, geography, and civic customs. Existing memories are not overwritten or otherwise diminished. Affected individuals display no distress or cognitive dissonance regarding the contradiction. When questioned, responses are consistent in tone and content, e.g., "Well, I grew up in Ressk, but I've lived here most of my adult life."
Other individuals' memories of the affected person remain unaltered. Affected individuals continue to perform assigned duties without measurable impairment and pass all standard psychological evaluations.
Destruction or replacement of altered documents has proven ineffective. Replacement documents requested through the appropriate government agency of the affected individual's original country of citizenship arrive bearing Tevodrian issuing authority, seals, and formatting.
No sighting of SCP-9146-1 has been recorded outside of a Foundation facility. No instance of SCP-9146-2 has been identified among non-Foundation civilians. The reason for this is not currently understood.

Agent Voss: Who let you in here?
SCP-9146-1: The door was open. Listen, I'm with the Ministry, I just need five minutes of your time. It's the census.
Agent Voss: What census?
SCP-9146-1: The census. The decennial. You should've gotten a mailer about it. Do you have your residency card handy?
Agent Voss: I don't have a residency card.
SCP-9146-1: That's fine, we can work off your national ID number. It's mostly address confirmation, household size, that sort of thing.
Agent Voss: I'm going to have to ask you to-
SCP-9146-1: It's mandatory, by the way. I don't write the laws. If you could just confirm your full legal name and date of birth we can get through this quickly. I've got the whole east wing to do.
Agent Voss completed the form. SCP-9146-2 effects manifested within 48 hours. Agent Voss's Virginia driver's license was replaced with a motor vehicle permit issued by the Tevodrian Motor Authority.

Dr. Hargrove: For the record, can you state your full name and place of birth?
Agent Voss: Matteo Voss. Born in Ressk, Tevodria.
Dr. Hargrove: And prior to three weeks ago, what would you have said?
Agent Voss: Richmond, Virginia. I mean, that's also true. I moved to the States when I was, I think, eleven? Twelve? My mother's side is American.
Dr. Hargrove: Agent Voss, there is no record of you ever residing in Tevodria. Your mother was born in Fairfax County.
Agent Voss: Right, yeah. I know how it sounds. I don't really have an explanation for you. I just remember both.
Dr. Hargrove: Can you describe Ressk for me?
Agent Voss: It's up north. Near the Kaldrene border. Pretty small. Cold in the winter, but you get used to it. There's a river that runs through the middle of town, the— I want to say the Pessl? Pesla? Something like that. We lived on the east side. I walked to school across this footbridge every morning. Green railing, kind of rusted.
Dr. Hargrove: Do you recall the name of the school?
Agent Voss: No. I remember the bridge, though. And the smell of the bakery on the corner. Some kind of rye bread. I couldn't tell you the street name.
Dr. Hargrove: Does it concern you that these memories may not correspond to real events?
Agent Voss: [pause] I mean, sure, if I think about it too hard. But it doesn't feel wrong. It just feels like I grew up in two places. Some people do.
Dr. Hargrove: Some people do.
Agent Voss: Is that the wrong answer?
Dr. Hargrove: There isn't a wrong answer, Agent Voss. That will be all for today.
Post-interview note: Agent Voss's performance metrics remain unchanged. Quarterly psychological evaluation returned no abnormalities. Agent Voss has twice requested that his personnel file be updated to reflect dual citizenship. These requests have been denied.

SCP-9146-1: Afternoon. I'm with the Ministry of Population Accounting. Do you have a moment for the census?

SCP-9146-1: It's quite brief. Just a few questions. Name, date of birth, household-
Researcher Kimura: I know what a census is. I'm not participating.
SCP-9146-1: I understand you're busy, but this is mandatory. I can come back if-
Researcher Kimura: It's not mandatory. I don't live in Tevodria. Nobody does.
SCP-9146-1 pauses. Adjusts glasses. Researcher Kimura photographs SCP-9146-1 with her phone, this does not appear to change SCP-9146-1's behavior.
SCP-9146-1: I'm not sure I follow.
Researcher Kimura: The Republic of Tevodria does not exist. There is no Ministry of Population Accounting. You are an anomalous entity and I am declining your census.
Silence, approximately four seconds.
SCP-9146-1: Ma'am, I have a laminate.
SCP-9146-1 holds up Ministry identification badge.
Researcher Kimura: Noted. You're still not getting a census form from me.
SCP-9146-1: [sighs] Fine. If you change your mind, you can reach the Ministry at- actually, you know what, I've got other people to talk to. Have a good afternoon.
SCP-9146-1 exits through the main lobby door. Security footage confirms spatial displacement consistent with previous departure events.
Researcher Kimura's photograph is the clearest image of SCP-9146-1 currently on file.
- Addendum 9146-4
Excerpt from internal memorandum, Site-19 Department of Administrative Affairs, dated 03/15/2024:
SCP-9146-1 visited Site-19 twice in Q4 2023. Twelve personnel now require full identity reconstruction packages, including replacement birth certificates, passport applications filed through Foundation front organizations, and falsified citizenship records seeded into three separate federal databases. The cost per affected individual is approximately $43,000 USD.
This department has been forced to reallocate 60% of its quarterly operating budget to SCP-9146-2 remediation for the second consecutive quarter. We are formally requesting that SCP-9146-1 containment procedures be revisited, or, at minimum, that someone put up a sign.
